As the year draws to a close, your CDD Board of Supervisors thought it might be helpful to share a few highlights:
Irrigation & the Pump System
In addition to regular maintenance and repairs, we’ve used Reserve funds for some major repairs/replacements for our aging pump system, totaling $70,000. In addition to the replacement of motors, software and controls, we are also replacing all of the pump house piping early this next year. It’s our hope that these replacements will update our 2005 system to near-new condition.
Roadway Storm Drains
Our engineer performed a thorough inspection of our roadway drainage inlets, reporting areas in need of repairs. We have completed all cleaning and repairs, so we are in good shape for heavy rains! Construction of the recreation path on Moon Lake Road and the new townhomes created some drain blockages; these have been cleared.
Easements
We also performed a comprehensive review of property easements to ensure that contractors have adequate access to ponds and control structures. We remind residents that fences and plantings cannot block access and drainage easements. In order to ensure unrestricted access, the Single Family Design Review Board will not approve these property modifications. Speaking of easements, residents who wish to fish (catch and release), please use easements to access ponds, not private property. Ponds
To keep our ponds healthy and looking good, the CDD contracts with an aquatics company for floating/underwater vegetation treatments and algae control applications. All products are EPA-tested and applied by state-certified technicians and biologists. Although rainfall and temperature are a constant battle, we have been dissatisfied with results this year and have recently instituted some new procedures to foster better results. We will also be addressing some littoral shelf overgrowth issues in the coming months, so you may see increased contractor activity at some ponds.
Walls
We have repaired all of the retaining walls on CDD property throughout the community. Residents with homes adjacent to these retaining walls are advised that these will be professionally cleaned in January. Earlier this year, we also teamed up with the Master HOA to have the small house structures rebuilt on the exterior wall along Moon Lake Road.
Oak Tree at Belle Haven Entrance
Unfortunately, the large oak tree on the right side of the Belle Haven entrance is infested with pests and is in decline. Multiple arborists have confirmed that it cannot be saved. To avoid harm or damage caused by falling limbs, the tree will be removed by a tree service, which is currently securing the necessary Pasco County permit.

Please understand that the CDD Supervisors may not comment on CDD matters on forums like Facebook. Here's why: the CDD is a local unit of special purpose government created under Florida law. As such, its Board of Supervisors is bound by the requirements of the Florida Government-in-the-Sunshine law, which provides a guaranteed right of access to public records. The Florida Supreme Court has determined that public records are not limited to traditional written documents and could include information shared on social media like Facebook. Providing "guaranteed public access" to social media is not something the Board can do, and therefore Supervisors legally may not use it to communicate. We apologize for the inconvenience, which is frustrating for all of us.
